Extradited former banker faces court for alleged $4.3m bribes-for-loans scam

The former general manager of the Standard Bank London Limited's Hong Kong Representative Office, who was extradited from England to Hong Kong yesterday, was brought to Eastern Magistracy this (Thursday) morning for an alleged HK$4.3 million bribes-for-lo ans scam.
No plea was taken from Peter Norman ELLIOTT, 50. Magistrate Mr Ian Candy adjourned the case until May 21, 2002, pending transfer to District Court.
ELLIOTT faced six counts of accepting an advantage as an agent, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance.
The charges alleged that ELLIOTT had accepted about HK$4.3 million in bribes as rewards for assisting two companies, namely Shenzhen Yiwen Industrial Company Limited and Lia Heavy Industry Holdings Limited, in obtaining loans or credit facilities totallin g about US$84 million (about HK$654 million) from the bank.
ELLIOTT was arrested by the Police in England on August 21, 1997 on an arrest warrant issued by a magistrate in Hong Kong on behalf of the ICAC.
ELLIOTT subsequently appeared at Bow Street Magistrates Court, London to face extradition proceedings.
During the past four years, he was engaged in various court proceedings to fight his extradition, which came to an end on March 27, 2002.
ELLIOTT was first arrested in Hong Kong on July 17, 1996. He was released from ICAC bail on October 26, 1996. In December the same year, he left Hong Kong and has not returned.
In Eastern Magistracy this morning, ELLIOTT was granted cash bail of HK$500,000. He was ordered to surrender all travel documents, not to leave Hong Kong, not to interfere with prosecution witnesses, report to the Police twice a week, reside in reported address, and inform the ICAC of any change of address within 24 hours.
The prosecution was today represented by Senior Assistant Director of Public Prosecutions Kevin Zervos, assisted by ICAC officer Frederick Simmons.
