18 months' jail for accepting bribes to award $6m door lock contracts

A former sales manager was today (Friday) jailed for 18 months for accepting bribes for placing purchase orders of $6 million worth of door locks used at two Home Ownership Scheme (HOS) housing projects.

Sin Ka-leung Eddie, 36, formerly employed by Extensive Trading Co. Ltd. (Extensive), was today found guilty on one count of conspiring with Ching Tak-chung Stephen to accept $277,440 from Leung Wai-tak Lerry for placing purchase orders with Sentry Builder s Hardware Limited (Sentry) on behalf of Extensive.

The offence took place between 1999 and 2000, when Ching was Sin's consultant.

District Court Judge Line also ordered the defendant to return $90,000 in restitution to Extensive.

Leung, a partner of Sentry, was earlier jailed for nine months after pleading guilty to offering bribes to Sin.

The court heard that Sin came to know Leung through Ching.

In mid-1999, Extensive was awarded two contracts for the installation of door locks in two HOS projects at Aldrich Bay and Choi Hung Road.

The defendant and Ching invited Leung to submit quotations for the two projects, and solicited bribes from Leung as a reward for recommending Sentry to Extensive as supplier. Leung agreed to the deal.

In November and December 1999, Extensive placed two purchase orders, each worth about $3 million, with Sentry. It was agreed that about 4.5% of the purchase price would be given to the defendant and Ching as commissions.

The court also heard that on June 9, 2000, Ching instructed Leung to deposit $277,440 into the bank account of a friend of Ching's wife.

The defendant was subsequently given $90,000 out of the amount for his role.
