Company director faces court for alleged bribery over granting of loans

A company director, charged by the ICAC with allegedly bribing staff of a finance company and the Lands Department in relation to the granting of loans supported by forged documents, appeared at Eastern Magistracy this (Saturday) morning.

Fung Ping-yan, 48, director of Endenne Development Limited, faced two counts of conspiracy to offer an advantage to an agent, and two of conspiracy to offer advantages to a public servant.

No plea was taken. Magistrate Mr William Ng adjourned the case until June 28, 2002 for mention.

Two of the charges alleged that Fung had conspired with a branch manager of AIG Finance (HK) Limited (AIG) (previously known as SPC Credit Limited), to offer advantages to the branch manager for him to assist in the granting of loans by AIG for the benefi t of Fung.

The advantages were said to be equivalent to 10 per cent of loans obtained from AIG.

The remaining two charges alleged Fung of conspiring with a Land Inspector of the Lands Department, to offer advantages to the inspector for him to create and/or provide Lands Department records or documents in relation to certain properties.

The alleged offences took place between October 1990 and December 1999.

Fung was granted bail of $200,000 in cash and $200,000 in surety. He was ordered not to leave Hong Kong, surrender all travel documents, and report to the Police three times a week.

The prosecution was today represented by Senior Assistant Director of Public Prosecutions Kevin Zervos, assisted by ICAC officer Goretti Lau.
