Police Constable charged for alleged bribery and drug trafficking

A Police Constable was today (Wednesday) charged by the ICAC for allegedly soliciting and accepting bribes for not taking action against suspected theft offences, and drug trafficking in two separate cases.

Leung Chun-man, 32, Police Constable, was charged together with four others with corruption and fraud offences.

The other defendants are Chiu Lam-fung, 32, Ho Lok-yeung, 24, and Danny Chui Chun-hin, 37, respective former Assistant Security Officer, former Security Detective, and Investigation Officer of A.S. Watson & Co. Ltd. (A.S. Watson); and Yuan Weiwen, 33, mer chant.

The five defendants, currently on ICAC bail, will appear at Eastern Magistracy at 9:30 am tomorrow (Thursday) .

They were arrested by the ICAC during a corruption enquiry in September last year.

Leung, Chiu, Ho and Chui were alleged to have conspired together to solicit $70,000 from a sales supervisor of A.S. Watson as a reward for Leung to abstain from taking action against the sales supervisor in respect of offences against the Theft Ordinance.

Leung and Chiu were jointly charged with one count of accepting $10,000 from the sales supervisor for the same reason.

Leung, Chiu and Ho faced a joint charge of accepting $17,000 from the sales supervisor for the same reason.

Yuan alone faced one count of fraud, which alleged her of falsely representing to a manager of Fortress Shop that she had bought a portable computer from the shop in the amount of $14,980, with intent to defraud the manager to pay her a refund.

The alleged offences took place between August 17 and September 10, 2001.

In a separate case, the police officer was alleged to have unlawfully trafficked in 97.13 grammes of mixture containing 76.63 grammes of heroin hydrochloride inside a private car at the junction of Tung Hei Road and Mong Lung Street in Shau Kei Wan on Sep tember 10, 2001.

Meanwhile, Ng Kar-wai, 30, proprietor of Te Yip Property Agency Co., who was arrested by the ICAC in the same investigation, has been charged with three counts of lending two persons a total of $69,500 at an effective rate of interest ranging from 92 per cent to 1,730 per cent per annum in a separate case.

The alleged offences took place between June 30, 2000 and January 31, 2001.

Ng has been released on ICAC bail, and will appear at Kwun Tong Magistracy at 9:30 am tomorrow (Thursday) .
