ICAC ambush cracks card fraud syndicate over restaurant mahjong

The ICAC arrested three men and a woman, who had allegedly used a device which was secretly installed at a restaurant's point-of-sales during overnight mahjong games, to capture customers credit card data for a syndicate to manufacture counterfeit credit cards.

The arrestees were netted in an ambush operation in the small hours this (Saturday) morning at a restaurant in Causeway Bay, where they were found playing mahjong.

A device, measuring 1”(w) x 2”(l) and capable of storing approximately 4,000 sets of credit card data, was seized from the point-of-sales at the restaurant.

The ICAC's Computer Forensics and Research and Development Section successfully retrieved two sets of credit card data from the device.

The ICAC earlier received information alleging that some credit card fraud syndicate members, while playing overnight mahjong at the restaurant, had installed a device for capturing credit card data at the point-of-sales with the corrupt assistance of res taurant staff.

It was alleged that the arrestees would return later on the pretext of having another game, for retrieving the device.

One of the arrestees, Wong Sik-cheung, 41, unemployed, has been charged with one count of possessing an equipment for manufacturing false credit cards, and will be brought to Eastern Court at 9:30 am on Monday (June 10, 2002) . He is currently being remanded at the ICAC.

The remaining arrestees will be released on ICAC bail later today.

The ICAC continues its investigation into the corruption allegation.
