ICAC, Interpol to host international anti-corruption conference

The Independent Commission Against Corruption (ICAC) and the Interpol will for the first time join hands to host an international anti-corruption conference in Hong Kong early next year.
The ICAC-Interpol Conference, entitled " Partnership Against Corruption ", will provide a forum for graft fighters, law enforcers and administrators, representatives from financial institutions involved in compliance and auditing, and academics involved in anti-corruption issues to exchange experiences and discuss practical i ssues on anti-corruption work.
The ICAC today launched a new website, which is hyperlinked with the Interpol's website, to promote the Conference to be held between January 22 and 24, 2003 at the Hong Kong Convention and Exhibition Centre.
In his message on the Conference homepage, ICAC Commissioner Mr Ambrose Lee Siu-kwong said: "As corruption is an increasingly sophisticated and transnational crime, the ICAC appreciates the importance of international co-operation and experience sharing."
"In recognition of Interpol's initiatives and vigilance in promoting law enforcement integrity, the ICAC is pleased to co-host the Conference which signifies the partnership between the two organisations in the fight against corruption," the Commissioner noted.
The ICAC has been a member of Interpol's International Group of Experts on Corruption since 1999.
The Commissioner also said that "Partnership Against Corruption" was chosen as the Conference theme because the organisers were conscious of the need for various relevant organisations and like-minded individuals to work in partnership to fight corruption .
“This partnership includes dedicated anti-corruption agencies, police services and other law enforcement agencies, financial institutions that may have been used by the corrupt in laundering ill-gotten proceeds and private sector organisations and the acad emia who work with government agencies in the same pursuit.”
The Conference website also carried a message from Mr Ronald K Noble, Secretary-General of Interpol: "In co-hosting this Conference with the ICAC, Interpol recognises the expertise and leadership role of the ICAC, developed over many years of successfully combating corruption in one of the leading financial centres of the world."
Mr Noble also highlighted the excellence of the comprehensive approach adopted by the ICAC to combat corruption, which had combined prevention, investigation and education.
He also stressed the importance of law enforcement integrity. "Corruption can diminish the ability of law enforcement to protect fundamental human rights and hinder the function of an efficient and fair society."
The three-day Conference will comprise keynote addresses and plenary sessions by experts and prominent leaders of law enforcement agencies on various topics.
The topics include "the Rule of Law and Enforcement", "Probity - the Foundation of Service Quality", "Ensuring Police Integrity –'96 Experience Sharing", "the Role of Financial Institutions", "Cutting the Lifeline of Corruption" and "Three-Pronged Attack".
The opening ceremony of the Conference will be officiated by Mr Tung Chee-hwa, Chief Executive of Hong Kong Special Administrative Region; Mr Ambrose Lee Siu-kwong and Mr Ronald K Noble.
