Former OI chairman charged for alleged bribery over tendering contracts

The former chairman of an owners' incorporation (OI) of a residential estate was today (Monday) charged by the ICAC for allegedly conspiring to offer advantages to an OI member for his support in selecting certain contractors for fire prevention installat ion and renovation of the residential estate.

Tam Chun-ming, 55, former chairman of the OI of Yau Tong Centre, was charged together with two other persons - Lau Yiu-wah, 38, unemployed, and Choi Ka-shing, 29, shareholder and director of Wilson Professional Consultants Ltd. (Wilson) - on one count of conspiracy to offer advantages over the works projects of the residential estate.

The three defendants will appear in Eastern Magistracy at 9:30 am on Wednesday (August 7) .

Wilson is the maintenance consultant of the residential estate.

Lau, Tam and Choi were jointly charged with one count of conspiring to offer sums of money to a member of the OI’s committee for the member to favour certain contractors during the selection of contractors for the installation of fire sprinklers and/or the demolition of canopies and/or the renovation of the Centre.

Lau alone faced one charge of offering $900,000 and the service of free installation of aluminium canopies to another member of the OI’s committee for the same reason.

Meanwhile, three alternative charges were laid against the defendants.

The alleged offences took place between October and December last year.

The defendants have been released on ICAC bail, pending their court appearances on Wednesday.
