A jockey appeared at Eastern Magistracy today (Thursday) for allegedly cheating at a horse race by preventing his horse to run to its best ability.

Robert Desmond FRADD, 37, a Hong Kong Jockey Club Retained Jockey, was charged by the ICAC with one count of cheating at gambling in relation to a horse race held in January this year.

No plea was taken today, and Magistrate Mr Bruce McNair adjourned the case to August 29, 2002, pending transfer to the District Court.

The charge alleged that FRADD had won money for himself or for any other person unascertained, in connection with the placing of bets with the Hong Kong Jockey Club on the outcome of a horse race on January 16, 2002, by a false practice.

FRADD had allegedly prevented his horse, Winning Dragon, from running to the best of its natural ability, thus dishonestly influencing the outcome of Race 309 held at the Happy Valley Racecourse.

FRADD was granted bail of $150,000 in cash. The court ordered him to inform the ICAC of his itinerary 24 hours before leaving Hong Kong, and report to the Commission within 24 hours after his return. He was also ordered not to interfere with prosecution w itnesses.

The prosecution was today represented by Government Counsel Marco Li, assisted by ICAC officer Dominic Leung.
