Man faces court for allegedly giving false report against police officer

An unemployed man, charged by the ICAC for allegedly falsely accusing his former employer and a police officer of framing him up for embezzlement, appeared at Eastern Magistracy today (Tuesday).

Fong Jik-jin Louis, 39, faces one count of knowingly misleading an ICAC officer by giving a false statement, contrary to Section 13B(b) of the Independent Commission Against Corruption Ordinance. He further faces an alleged theft offence.

No plea was taken today, and Magistrate Ian Candy adjourned the case to September 17, 2002, pending transfer to District Court.

Fong was alleged to have knowingly misled an ICAC officer on January 14, 2002 by giving a false statement that his former employer, Hui Shui-lung, had approached a police officer attached to Western Police Station to frame him up with an allegation of ste aling $1.5 million.

Fong was further charged with one count of stealing cash of about $1.2 million being the property of Hui on December 16, 2001.

The court granted Fong cash bail of $3,000, and ordered him to surrender his travel documents and report to the police twice a week.

The prosecution was today represented by ICAC officer Gary Tam.
