12 police officers and six others charged for alleged perversion over arrests of gamblers in Kwun Tong

Twelve police officers, including two Sergeants, were today (Thursday) charged by the ICAC for alleged conspiracy to pervert the course of public justice over the arrests of gamblers in Kwun Tong.

Six other persons, who allegedly acted as scapegoats in place of the actual gamblers, were also charged by the ICAC.

The defendants were arrested by the ICAC in a joint operation with the Police in December last year.

The joint operation was triggered by corruption complaints, alleging protection offered by law enforcement officers to a street gambling stall at a public housing estate in Kwun Tong. No evidence of corruption has been revealed from ICAC investigation.

In accordance with legal advice, perversion charges were laid against these defendants in two separate cases.

In the first case, the defendants are: Ng Kwok-man, 39, Police Sergeant; Lam Cho-fat, 32, Tam Tai-wai, 30, Lam Ka-cheung, 35, Chu Wing-wai, 30, all Police Constables; Chan Wai-kin, 34, Woman Police Constable; Lam Kin-sik, 55, unemployed; Chung Wai-sing, 4 8, transportation worker; Chan Wai-keung, 53, driver; and Choi Ka-lun, 19, unemployed.

They were charged with one count of conspiring together and with Ah Sing, nicknamed Sau Nga Sing, to pervert the course of public justice on October 9, 2001 by:

- arranging Lam Kin-sik, Chung Wai-sing, Chan Wai-keung and Choi Ka-lun to be scapegoats in a gambling raid carried out by the Police on October 9, 2001 at the rear lane of Ground Floor, Tsui Lau House, Tsui Ping Estate, Kwun Tong, and to be arrested in pla ce of the actual gamblers; and

- reconstructing a false scene of crime to appear as if only four persons gambled there.

In the second case, the defendants are: Leung Ka-kei, 36, Police Sergeant; Chan Chun-wa, 37, Chow Chu-kei, 28, Leung Lok-shing, 30, Lam Siu-keung, 37, all Police Constables; Chan Nga-ting, 23, Woman Police Constable; Lam Kin-sik, 55, unemployed; Chung Wai -sing, 48, transportation worker; Ng Sing-wong, 26, warehouse assistant; and Chong Hing-shing, 19, decoration worker.

They face one count of conspiring together and with Ah Sing, nicknamed Sau Nga Sing, to pervert the course of public justice by arranging Lam Kin-sik, Chung Wai-sing, Ng Sing-wong and Chong Hing-shing to be scapegoats in a raid carried out by the Police o n November 8, 2001 at the rear lane of Ground Floor, Tsui Lau House, Tsui Ping Estate, Kwun Tong, and to be arrested in place of the actual gamblers.

All defendants are currently on ICAC bail, and will appear in Kwun Tong Magistracy at 9:30 am tomorrow (Friday) .
