Trio charged for allegedly offering $2.1m in bribes to HD Chief Building Services Engineer

Two suppliers and a contractor were today (Thursday) charged by the ICAC for allegedly offering bribes totalling $2.1 million to a Chief Building Services Engineer of the Housing Department (HD) in relation to business transactions with the department and the Housing Authority (HA).
Wong Chi-leung, 56, director of Brongham Park Limited (Brongham Park); Cheung Kwok-chung, 36, director of Shun Cheong M&E Limited (Shun Cheong); and Cheung Ting-bong, 49, director of Tridant Engineering Company Limited (Tridant), will appear at Eastern Court at 9:30 am tomorrow (Friday) in two separate cases.
Both Brongham Park and Shun Cheong are HA's approved suppliers of standby diesel generating sets for various HA housing projects, while Tridant is an HD building services contractor.
In the first case, Wong Chi-leung faces one count of offering $200,000 to HD Chief Building Services Engineer Chan Kau-tai on November 28, 2000.
The bribe was said to be a reward for Chan to favour Wong or Brongham Park over the supply or installation of standby diesel generating sets at various HA building projects sites.
In addition, Wong and Cheung Kwok-chung were jointly charged with two counts of offering $400,000 in total to Chan respectively on January 18 and February 7, 2001, for the latter to favour Shun Cheong or other companies associated with similar business tr ansactions with HA.
In a separate case, Cheung Ting-bong faces one count of conspiring with another HD contractor to offer $1,500,000 to Chan for favouring Cheung Ting-bong or Tridant in relation to the installation of electrical materials in the building project at the Re-d evelopment of Upper Wong Tai Sin Estate Phase I.
The alleged offence took place between March 1, 1998 and August 31, 2000.
The defendants have been released on ICAC bail, pending their court appearances tomorrow.
Chan Kau-tai was earlier charged by the ICAC with 16 alleged bribery offences involving $3.3 million, and one count of misconduct in public office. A preliminary inquiry has been set for October 7, 2002, pending committal to the Court of First Instance.
