Voters and candidates reminded of clean and fair by-election

While the deadline for nominations for the Kowloon City District Council By-election closes today, the ICAC will send out information booklets and pamphlets to candidates, election agents, and voters to remind them of the importance of upholding a fair an d clean election.
The information booklet, featuring the major provisions of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO), is designed to help candidates, election agents and election helpers better understand the legislation, so as to avoid any inadverten t breaches of the law.
The leaflets, to be mailed to voters in the relevant constituency, carry messages reminding voters not to solicit or accept advantages from any person for influencing his or her voting decision; and not to vote with a false address as an elector.
“The ICAC has also set up a hotline for handling public enquiries in relation to issues about the ECICO,” ICAC Programme Co-ordinator (Elections), Miss Rosaline Cheung said.
Members of the public, including candidates and their election agents, may dial the ICAC’s 24-hour election hotline 2920 6530 during the election period.
Miss Cheung also said the ICAC would participate in a briefing to be convened by the Electoral Affairs Commission on September 30 to expound on the provisions of the ECICO and other possible corruption pitfalls.
“Upon request, ICAC officers can arrange visits or meetings to explain relevant laws to candidates, election agents, election helpers and other concerned parties,” Miss Cheung added.
Members of the public can obtain the information booklet from the ICAC Regional Office (Kowloon Central) and the Registration and Electoral Office. It is also available on the ICAC Corporate Website ( http://www.icac.org.hk ) for browsing and downloading.
