Kwai Tsing District Councillor arrested and charged for allegedly deceiving DC funds

A member of the Kwai Tsing District Council (KTDC) was yesterday arrested and charged by the ICAC for allegedly making false claims of expenditures from KTDC in relation to activities organised under the Housing Department's Tenants Purchase Scheme (TPS).
Chiu Wah-shing, 54, will appear in Tsuen Wan Magistracy at 9:30 am tomorrow (Friday) on one count of false accounting.
The case arose from a corruption complaint, alleging that Chiu had used false documents to deceive KTDC.
In accordance with legal advice, a charge of false accounting was preferred against Chiu.
Between December 2000 and February 2001, various activities were organised by a sub-working group under the Home Ownership Scheme/Housing Assistance/TPS Concern Group attached to KTDC's Housing Affairs Committee to promote TPS.
At the time of the alleged offence, Chiu was the convenor of the sub-working group.
The charge alleges that between February 1 and March 31, 2001, Chiu, in furnishing information for an application for reimbursement of expenses incurred at the activities, had dishonestly produced to KTDC various materials which to his knowledge were fals e.
Such materials allegedly purported to show expenses incurred at the activities, and that a residents meeting on TPS was held on December 27, 2000.
It was alleged that some of the activities stated in the application for reimbursement had never taken place.
The alleged false claims were said to amount to $13,000.
Chiu has been released on ICAC bail, pending his court appearance tomorrow.
