Former piling executives allegedly involved in Tung Chung Station piling scam netted in Australia

On behalf of the ICAC, two former senior executives of a piling contractor were arrested by the Australian Federal Police (AFP) for their alleged involvement in a defective piling scam at a residential building project near Tung Chung Station.
David Roger HENDY, 42, and Carl VOIGT, 45, respectively former director and former operations manager of I-P Foundations Ltd. (I-P), were arrested by officers of AFP in Perth and Brisbane yesterday and today.
HENDY has been charged with a total of 11 alleged offences of corruption, conspiracy to defraud and furnishing false information, while VOIGT faced 14 counts of similar alleged offences.
Both were taken to the respective local courts in Perth and Brisbane today and are being detained in custody, pending extradition proceedings.
The defendants, suspected to be at the centre of a defective pile at a construction project at Tung Chung Station Development Package II Site 4, left Hong Kong in early 1999 before the ICAC investigation commenced.
Warrants for their arrests were issued by the court in Hong Kong early this year.
The duo was alleged to have conspired with a number of persons to defraud the Buildings Department by constructing substandard piles at the above site.
VOIGT was also said to have offered bribes to a former resident engineer for lax supervision over the construction project.
ICAC investigations revealed that 72 out of 76 bored piles constructed at the site were shorter than the prescribed length approved by the Buildings Department.
Apart from HENDY and VOIGT, three former site staff of I-P and the former resident engineer were earlier charged in relation to the scam. They were found guilty by the court and received jail sentences ranging from two to five years.
