District Councillor and woman netted in graft probe charged for allegedly possessing dangerous drugs

A District Councillor and a woman, arrested by the ICAC in relation to a corruption inquiry in March this year, were charged and appeared in court today (Thursday) on suspected drug offences in separate cases.
Appearing before Kowloon City Magistracy, Chun Fei-pang, 46, member of the Yau Tsim Mong District Council, pleaded not guilty to one count of possessing dangerous drugs inside a premises at Shanghai Street, Mongkok on March 5, 2002.
The drugs allegedly involved included:
- four paper packets containing one gramme of powder containing 0.79 gramme of ketamine;
- one tablet containing 0.25 gramme of ketamine;
- one hand-rolled cigarette containing 0.14 gramme of cannabis; and
- one tablet containing 0.1 gramme of 3,4-methylenedioxy-methamphetamine.
Magistrate Mr Ernest Lin adjourned the case until November 14, 2002 for mention, and granted Chun cash bail of $5,000.
In the second case, Ng Man-yee, housewife, appeared at Tsuen Wan Magistracy on two drug offences, which took place on March 6, 2002.
Ng, 28, pleaded guilty to one count of possessing traces of powder containing methamphetamine, and one of possessing apparatus fit and intended for smoking of methamphetamine.
Magistrate Mr Andrew Ma adjourned the case until November 21, 2002 for sentence, pending a probation report. Ng was granted cash bail of $1,000.
The ICAC’s corruption inquiry is continuing.
