Kwai Tsing District Councillor faces additional charges for allegedly deceiving DC funds

A member of the Kwai Tsing District Council (KTDC), charged by the ICAC for allegedly making false claims of expenditures from KTDC in relation to various district activities, faced eight additional charges when appearing at Tsuen Wan Magistracy today (Fr iday).

Chiu Wah-shing, 54, pleaded not guilty to eight additional charges of false accounting, and a similar offence earlier laid against him.

Magistrate Mr Andrew Ma adjourned the case until December 13, 2002 for a pre-trial review. The defendant was granted cash bail of $30,000.

The case arose from a corruption complaint, alleging that Chiu had used false documents to deceive KTDC.

The additional eight charges alleged that Chiu, in furnishing information for applications for reimbursement of expenses incurred at a number of activities, had dishonestly produced to KTDC various materials which to his knowledge were false.

Such materials allegedly purported to show expenses incurred at activities organised by the Tsing Yi Healthy Dance Association, the Association of Tsing Yi North Residents, the Kwai Tsing District Civic Education Committee, and the KTDC Planning and Envir onmental Protection Working Group.

Chiu was earlier charged with one count of false accounting in relation to activities organised by a sub-working group under the Home Ownership Scheme/Housing Assistance/Tenants Purchase Scheme (TPS) Concern Group attached to KTDC's Housing Affairs Commit tee to promote TPS.

It was alleged that some of these activities stated in the applications for reimbursement had never taken place.

The alleged total false claims involved in the nine charges were said to amount to $54,000.

The alleged offences took place between August 2000 and November 2001.

The prosecution was today represented by ICAC officer Winnie Lee.
