ICAC officers honoured for distinguished service

Twenty-four officers of the Independent Commission Against Corruption (ICAC) were today (Tuesday) presented awards in recognition of their distinguished service.
Speaking at the ICAC Awards Presentation Ceremony, ICAC Commissioner Mr Ambrose Lee Siu-kwong said he was, since assuming office in July, impressed by the professionalism, dedication and diligence of his staff at work.
"I have felt the very high team spirit and strong sense of mission within the Commission. All these confirm that the ICAC's success is largely due to the contribution of its staff," Mr Lee said.
The Commissioner pointed out that challenges were lying ahead as a result of the growing demands and expectations of the community, the increasing number of corruption reports, and stringent resources.
"Despite such taxing circumstances, ICAC officers, with courage and determination, will be able to further our uncompromising mission to fight corruption and to uphold the good reputation of the Special Administrative Region as a clean society," he said.
Two senior ICAC officers were accorded the Commissioner's Commendation for their outstanding leadership, organizational skills and remarkable investigative abilities in two cases.
Principal Investigator Rebecca Li Bo-lan was commended for unraveling tax bribery scams that led to the conviction of an Assistant Assessor, an Assistant Taxation Officer and a Tax Inspector of the Inland Revenue Department during her service as a Chief I nvestigator.
Another award recipient, Chief Investigator Teresa Wu Pui-wah, had demonstrated her tenacity and professional ability during an investigation into a corruption allegation concerning a Legislative Councillor, which led to his conviction and imprisonment fo r bribery and misconduct in public office, false accounting and theft.
Twenty other investigators were awarded the Operations Department Directorate Commendation for their dedicated efforts in detecting various cases.
The cases leading to the awards included a conspiracy of two police officers and two others to accept advantages from suspects to fix up wounding offences, forging dependant bus passes for sale, constructing short piles at a pumping station, using substan dard steel bars at a public housing project as well as Letters of Credit frauds.
The Operations Department Directorate Commendation was also presented to Acting Chief Press Information Officer Valentina Chan Kit-wan for her dedication, proactivity and professional ability in establishing effective press relations and enhancing the pub lic image of the ICAC.
Meanwhile, Chief Liaison Officer Raymond Chow Hing-yip was awarded the Director of Community Relations' Commendation for his outstanding ability and professionalism in the research, writing and publication of a legal guide for businessmen in Shanghai and Hong Kong.
The ICAC Commissioner also presented souvenirs to six other senior ICAC officers who were earlier awarded SAR honour or ICAC medals by the Chief Executive.
Former Head of Operations Tony Kwok Man-wai was the first ICAC officer to have been awarded the Silver Bauhinia Star, while Assistant Director of Operations Mike Bishop received the Hong Kong ICAC Medal for Distinguished Service (IDS).
Principal Investigator Ng Ping-kwok and Chief Investigator Wong Kwok-leung were awarded the Hong Kong ICAC Medals for Meritorious Service (IMS).
Chief Investigator Chin Tsang-kung was conferred the Chief Executive's Commendation, while former Senior Investigator Wong Siu-man received the Medal of Honour.
Meanwhile, 22 and 19 officers received long service medals for serving the Commission for 18 and 25 years respectively, while 26 staff from various ranks were given the 10 Years’ ICAC Service Plaque.
