Former orchestra staff faces court for alleged false accounting

A former assistant stage manager of the Hong Kong Philharmonic Orchestra (HKPO), charged by the ICAC for allegedly defrauding the orchestra of $5,000 over payments for casual workers, appeared in Kowloon City Magistracy today (Wednesday).

William Choi Wing-lim, 32, pleaded not guilty to 15 counts of false accounting.

Magistrate Mr Ernest Lin adjourned the case until November 27, 2002 for mention, and granted the defendant cash bail of $5,000. The defendant was also ordered not to leave Hong Kong, and not to interfere with prosecution witnesses.

The case arose from a corruption complaint, alleging that Choi had accepted bribes from casual workers for awarding transportation jobs. ICAC enquiries uncovered the alleged offences of false accounting.

At the time of the alleged offences, Choi was responsible for hiring casual workers for transporting musical instruments to performance venues.

The 15 charges alleged that between May 1996 and April 2001, Choi had falsified HKPO’s accounting documents by inflating the transportation wages payable to six casual workers, and pocketed the difference.

The prosecution was today represented by Allen Fok.
