Subcontractor gets six months for false claims from ASD

A subcontractor was today (Tuesday) sentenced to six months' imprisonment at District Court for making false claims of payments from the Architectural Services Department (ASD) for maintenance works at government properties.
The court heard that the false claims amounted to hundreds of thousands dollars.
Yeung Kwok-hung, 42, proprietor of Sunny World Engineering Company (Sunny World), yesterday pleaded guilty before Judge Sweeney to one count of conspiracy to defraud ASD.
The court heard that two of ASD's term maintenance contractors, Wan Chung Construction Company Limited (Wan Chung) and Lee Shing Yue Construction Company Limited (Lee Shing Yue), awarded maintenance contracts at various government properties to Sun Wah En gineering Company (Sun Wah) and Sunspower Construction Limited (Sunspower).
Sunny World was subcontracted by Sun Wah and Sunspower to conduct quantity survey works in relation to the projects concerned.
Between January 1, 1999 and October 10, 2000, the defendant had conspired with other persons to defraud ASD by falsely representing that certain maintenance works had been carried out as described in the entries made in dimension books, which set out the quantity of each item of works done.
The defendant had inflated the relevant claims in the dimension books, which were submitted to ASD, via Wan Chung or Lee Shing Yue, for obtaining payment.
The amount inflated in these dimension books varied from several hundreds to several hundred thousand dollars, the court heard.
The prosecution was today represented by Government Counsel Derek Lai, assisted by ICAC officer Joanne Tang.
