ICAC officers urged to upgrade professional skills to outsmart criminals

Graft fighters must continuously upgrade their skills and expertise to outsmart criminals who were nowadays assisted by advanced technology and professionals, said ICAC Commissioner Ambrose Lee Siu-kwong today (Friday).

Speaking at the ICAC Common Induction Course Passing Out Ceremony, Mr Lee noted that in recent years, the rising number of corruption reports, the increasingly sophisticated nature of corruption cases and the need to operate with stringent resources had p resented tremendous challenges to ICAC officers.

Mr Lee also said meanwhile, it was no easy task to persuade business firms and organisations, which were under much pressure because of the economic downturn, to adopt corruption prevention measures.

"To maintain efficiency, the ICAC will spare no effort in upgrading the professional skills of its staff and broadening their knowledge to prepare them for these challenges," he said.

The ICAC has been providing diverse training courses for its staff in areas including investigative techniques, management, computer, and information technology. A Cyber Learning Centre was recently set up to enable ICAC officers to pursue self-improvemen t at their own pace.

Mr Lee also urged ICAC officers to uphold a high standard of integrity and to carry out their duties with perseverance and impartially in strict accordance with the law.

At today's passing out ceremony, 24 officers from the ICAC's three departments - Operations Department, Corruption Prevention Department, Community Relations Department - were awarded certificates for completing the 17-week induction course.

Also presented with the certificate was a manager from the Securities and Futures Commission, who was invited to participate in the induction course.

Participants were introduced to anti-corruption laws, investigation procedures, interviewing technique, procedures in arrest and search, handling of exhibits, and computer crimes and related offences, as well as relating practical skills.

To enhance exposure, course participants were also arranged to visit the Zhuhai Municipal People's Procuratorate, the Zhuhai People's Court, the Macau Commission Against Corruption, the Macau Public Prosecutions Office, and the Macau Judicial Police.
