Former duty engineer jailed for taking bribes over Repulse Bay apartments maintenance projects

A former duty engineer of a property management company was today (Tuesday) sentenced to two years' imprisonment for accepting at least $92,000 in bribes for quotations for air-conditioning maintenance works for two apartment buildings at the Repulse Bay.
Ng Wing-san Eddy, 39, formerly employed by The Repulse Bay Co. Ltd. (RBC), today pleaded guilty to five counts of accepting an advantage as an agent and one of offering an advantage under Section 9 of the Prevention of Bribery Ordinance.
In sentencing, District Court Judge Longley said bribery, like a cancer which ate into the fabrics of a society, warranted an immediate custodial jail term.
The judge also ordered the defendant to return the bribe money, totalling $92,920, to his former employer.
The court heard that in 1999, the proprietor of Kings View Airconditioning Engineering Co. Ltd. (Kings View) approached the defendant for invitations for quotations for maintenance works of two apartment buildings, the Repulse Bay Apartments and the Repul se Bay.
The proprietor offered the defendant a commission equivalent to 10 per cent of the value of works to be awarded by RBC.
Between December 1999 and January 2001, the defendant had, on four occasions, accepted a total of $92,920 from the proprietor for obtaining quotations from Kings View. During the period, RBC had placed 35 works orders, worth $1.8 million, with Kings View .
Meanwhile, the defendant had also offered $15,000 to another duty engineer of RBC for the latter to stay silent about his corrupt deals with Kings View.
The court also heard that in early 2000, the proprietor of another contractor, Fullwick Engineering Company (Fullwick), made a similar offer to the defendant, also promising a commission of 10 per cent of the value of work orders awarded to Fullwick. The defendant agreed to the deal.
Between February and July 2000, RBC placed three works orders worth about $191,800 with Fullwick. However, Fullwick's proprietor had not paid the defendant as promised.
The prosecution was today represented by Senior Government Counsel Sharmen Lam, assisted by ICAC officer Albert Liu.
