Ex-Ocean Park manager charged for alleged fraud over purchase orders

A former food operations manager of Ocean Park Corporation was today (Tuesday) charged by the ICAC for alleged fraud in relation to the awarding of $330,000 worth of purchase orders.

Tsui Wai-chung, 50, currently on ICAC bail, will appear in Western Magistracy at 9:30 am on Thursday (January 23) on 19 counts of fraud, and one of doing an act tending and intended to pervert the course of public justice.

The case arose from a corruption complaint, alleging that Tsui might have accepted bribes from a food stall operator for allowing the latter to operate in Ocean Park. ICAC enquiries uncovered the alleged fraud and perversion offences.

The 19 fraud charges allege that Tsui had omitted to disclose to the Ocean Park Corporation his financial interest in three companies, with intent to defraud by inducing the Ocean Park Corporation to award purchase orders to either of these companies.

The remaining charge alleges Tsui of doing an act which had a tendency to pervert the course of public justice by urging a man to make a false statement to the ICAC in relation to the investigation.

The alleged offences took place between October 1999 and November 2001.
