ICAC urges support for clean and fair District Council By-election

2003-2-14

The ICAC will send out information booklets and pamphlets to candidates, election agents and voters to raise their awareness of the importance of upholding a clean and fair Sham Shui Po District Council By-election which starts its nominations today (Frid ay).

The production of the information booklets, featuring the major provisions of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO), is part of the ICAC’s efforts to help candidates and their agents better understand the election law so that they will not breach it unknowingly.

The pamphlets, to be mailed to voters in the constituency concerned, carry messages reminding voters not to solicit or accept advantages from any person for influencing his or her voting decision; and not to vote with a false address as an elector.

“The ICAC has also set up a 24-hour hotline for handling public enquiries in relation to issues about the ECICO,” ICAC Programme Co-ordinator (Elections) Miss Rosaline Cheung said.

Members of the public, including candidates and their election agents, may dial the ICAC's election hotline 2920 6530 during the election period.

Miss Cheung said the ICAC would also attend the briefing to be convened by the Electoral Affairs Commission to alert candidates and election agents to possible corruption pitfalls in the election and familiarise them with the provisions of the ECICO.

“We can also arrange visits or meetings to explain relevant laws to candidates, election agents, election helpers and other concerned parties upon request,” Miss Cheung said.

Members of the public can obtain the information booklet from the ICAC Regional Office (Kowloon West) and the Registration and Electoral Office.

Main points of the ECICO and related information of the By-election have also been uploaded onto the ICAC Corporate Website ( http://www.icac.org.hk ) for browsing and downloading.
