4 years' jail for company director offering $1.5m bribes to HD Chief Building Services Engineer

A director of an engineering company was today (Friday) sentenced to four years' imprisonment at District Court for conspiracy to offer $1.5 million in bribes to a Chief Building Services Engineer of the Housing Department (HD) in relation to the installa tion of electrical materials at an HD re-development project.
Cheung Ting-bong, 50, director and general manager of Tridant Engineering Company Limited (Tridant), was found guilty of one count of conspiracy to offer an advantage to a public servant, contrary to Section 4(1)(c) of the Prevention of Bribery Ordinance.
In sentencing, Deputy Judge Amanda Jane Woodcock said an immediate custodial sentence was warranted in view of the seriousness of the bribery offence.
The judge remarked that an HD contractor who testified for the prosecution was honest and trustworthy.
The court heard that on separate occasions between March 1, 1998 and August 31, 2000, Cheung had conspired with HD contractor Lai Sai-sang to offer $1.5 million to HD's Chief Building Services Engineer Chan Kau-tai.
The bribes were rewards for Chan to favour Cheung and/or Tridant in relation to the installation of electrical materials at the Re-development of Upper Wong Tai Sin Estate Phase I.
The court also heard that at Cheung's suggestion, Tridant had purchased generating sets from the HD contractor, who used part of the proceeds to pay Chan as bribes.
The prosecution was today represented by John McNamara on a fiat, assisted by ICAC officer Nelson Lau.
