Four face court for alleged bribery over coach hire

Four persons, who were charged by the ICAC for alleged bribery in relation to the hiring of coaches, appeared before North Kowloon Magistracy this (Thursday) morning in two separate cases.
The defendants are: Luo Ji-qiang, 47, and Chong Kam-yiu, 48, respectively general manager and operation manager of Guangzhou Hong Kong Coach Tour Service Limited (Coach Tour); Chiu Chee-wah, 43, operation manager of Global Travel Holdings Limited (Global Travel); and Chan Yuan-kwai, 36, former assistant supervisor of Guangdong (H.K.) Tours Company Limited (Guangdong Tours). They faced a total of 26 corruption charges.
Coach Tour is a Mainland-funded company in Hong Kong engaged in hiring out cross-border coaches to local travel agencies. Its customers include Global Travel, a Taiwan-based company; and Guangdong Tours, a Hong Kong company owned by a state enterprise.
In the first case, Luo and Chong faced a joint charge of conspiring with other persons to offer sums of money to Chiu for him to show favour to Coach Tour in relation to the hiring of coaches by Global Travel from Coach Tour, whereas Chiu was charged with accepting sums of money from Chong for the same reason.
The alleged offences took place between March 1, 1999 and August 31, 2002.
In the second case, Chan Yuan-kwai was charged with 24 counts of agent accepting advantages.
The charges alleged that between January 20, 1999 and June 28, 2002, Chan had accepted a total of $188,846 from Chong for showing favour to Coach Tour in relation to the hiring of coaches by Guangdong Tours from Coach Tour.
Magistrate Mr Garry Tallentire adjourned the cases until May 15, 2003 for transfer to District Court.
Luo was released on $100,000 cash bail and $200,000 cash surety, while Chong and Chiu were respectively granted cash bail of $80,000 and $100,000. Chan was on cash bail of $100,000.
Luo was ordered not to leave Hong Kong, while Chong, Chiu and Chan were ordered to inform the ICAC 24 hours prior to departing and after returning to Hong Kong.
The defendants were also ordered not to interfere with prosecution witnesses.
The prosecution was today represented by Senior Government Counsel Martin Hui, assisted by ICAC officer Mon Chan.
