ICAC Commissioner visits HKCEA on business ethics promotion drive

ICAC Commissioner, Mr Ambrose Lee Siu-kwong, today (Tuesday) met with members of the Hong Kong Chinese Enterprises Association (HKCEA) to exchange views on the promotion of business ethics.

Mr Lee noted that thanks to the Government’s determination as well as the support from the general public and the business sector, Hong Kong had achieved notable success in the fight against corruption.

At the meeting with HKCEA Chairman, Dr Liu Jinbao, and other board of directors, Mr Lee said the association had been a long time partner of the ICAC in the promotion of business ethics.

He pointed out that some of the ICAC cases involving Mainland-funded companies in recent years had been referred by the management, whose assistance had also resulted in successful prosecutions.

“In view of the challenges arising from the re-structuring of our economy and the Mainland’s accession to the World Trade Organisation, the ICAC needs to work more closely with business organisations in a bid to raise business ethics and to maintain a level playing field,” Mr Lee said.

As part of this year's initiative to promote business ethics and corporate governance amongst listed companies, the ICAC will organise a seminar for HKCEA members to heighten their awareness of ethical management and assist them in drawing up or revising their company codes of conduct.

At present, about 80 per cent of HKCEA's some 1,000 member companies have adopted codes of conduct for their staff.

The ICAC will also reach out to young employees through activities jointly organised with the association's youth chapter.

HKCEA's Chairman Dr Liu Jinbao said the association would continue to work hand in hand with the ICAC.

He stressed that Mainland-funded companies would operate in accordance with the laws of Hong Kong and adopt a zero tolerance attitude towards any malpractice or corrupt activities.

“Mainland-funded companies will continue their efforts to step up preventive education and employees' ethical training as well as strengthen system control,” said Dr Liu.

Since 1996, the ICAC has been invited to conduct more than 750 corruption prevention talks for 28,000 employees of Mainland-funded companies.

Seminars had also been organised in conjunction with HKCEA for senior executives to explore ways to strengthen system control as a means to prevent corruption.

Today's visit is part of ICAC's on-going liaison activities with the business sector. Mr Lee was accompanied by Deputy Commissioner and Head of Operations, Mr Daniel Li Ming-chak; Director of Corruption Prevention, Mr Thomas Chan Chi-sun; Director of Com munity Relations Mrs Susan Mak Lok Suet-ling; and Assistant Director of Community Relations, Ms Julie Mu Fee-man.
