Two police officers face court for alleged motor insurance fraud

Two police officers, charged by the ICAC, appeared today (Thursday) at Eastern Magistracy for an alleged offence of conspiracy to defraud an insurance company over motor insurance.
Raymond Cho Ming-sum, 33, Senior Inspector of Police; and Ng Chi-man, 40, Detective Senior Police Constable, pleaded not guilty to the charge.
Magistrate Mr David Dufton adjourned the case until June 19, 2003 for mention. Cho and Ng were each granted cash bail of $5,000.
The defendants were arrested by the ICAC during a corruption inquiry.
The charge alleged that between September 1 and 30, 2001, Cho and Ng had conspired together to defraud Allianz Insurance (Hong Kong) Limited (Allianz).
They were alleged to have dishonestly caused Allianz to insure a motor vehicle by falsely representing to Allianz that the owner of the vehicle was Ng.
ICAC inquiries revealed that the car allegedly belonged to Cho, who was believed to have difficulty in getting it insured due to his poor driving record.
The prosecution was today represented by ICAC officer Kitty Lau.
