Ex-cemeteries section secretary charged for alleged fraudulent scam over burial lot

A former senior executive of the cemeteries section under the Home Affairs Bureau (HAB) has been charged by the ICAC for allegedly obtaining a permanent burial lot at the Tseung Kwan O Chinese Permanent Cemetery by deception for the burial of his late fat her.
Prior to the founding of Gallant Garden at the Wo Hop Shek Cemetery, two permanent burial lots at the Tseung Kwan O Chinese Permanent Cemetery have been reserved for the burial of civil servants who bravely died in the course of their duty.
Ho Yun-cheong, 64, former Executive Secretary of the Trust Funds, Temples and Cemeteries Section (TFTC) under HAB, will appear in Eastern Magistracy at 9:30 am tomorrow (Friday) on one count of obtaining services by deception.
The case arose from a corruption complaint, alleging that Ho might have offered advantages to TFTC staff for conniving at the allocation of a civil servant permanent burial lot for Ho's late father. ICAC enquiries revealed the alleged deception offence.
The charge alleges that in May 1999, Ho had dishonestly obtained from the Board of Management of the Chinese Permanent Cemeteries (BMCPC) the allocation of a permanent burial lot at Tseung Kwan O Chinese Permanent Cemetery by deception for the burial of h is late father.
Ho is alleged to have falsely represented to BMCPC acting in person of his subordinate that he would obtain the approval of the Executive Committee of BMCPC for such allocation.
Believing that approval would be given, Ho's subordinate processed the application for allocation accordingly, which bore the particulars of Ho's son as the applicant.
Ho is also alleged to have failed to disclose the application for such allocation to the Executive Committee of BMCPC, and that his late father was not qualified for such allocation.
The defendant has been released on ICAC bail, pending his court appearance tomorrow.
