Reporter charged for allegedly offering bribes to security guard for unauthorized access to shooting site

A reporter was today (Monday) charged by the ICAC for allegedly offering bribes to a security guard for unauthorized access to a location-shooting site of a film company.

Leung Shun-key, 28, reporter of Sudden Weekly Limited, will appear in Western Magistracy at 9:30 am tomorrow (Tuesday) on three counts of offering advantage to an agent, contrary to Section 9(2)(a) of the Prevention of Bribery Ordinance.

Group 4 Falck (HK) Limited (Group 4) was enlisted by the film company to provide round-the-clock security service at its location-shooting site at Victoria Road, Hong Kong to prevent unauthorized access.

The first two charges alleged that Leung had offered $300 in total to Tse Fai, then a security guard of Group 4, as rewards for allowing Leung to remain on the premises of the location-shooting site, and to take photos therein.

The remaining charge alleged Leung of offering $500 to Tse as a reward for videoing acting scenes and costumes of a film at the location-shooting site.

The alleged offences took place between February 1 and 5, 2003.

Leung has been released on ICAC bail, pending his court appearance tomorrow.
