Ex-company partners charged for alleged $1.1m bribery over Housing Society's maintenance projects

Three former partners of an engineering company have been charged by the ICAC for allegedly offering bribes totalling over $1.1 million to officers of the Hong Kong Housing Society (HS) over the use of fire-protection materials for HS' maintenance project s.
Chang Yu-lin, 60, Kwok Ah-sing, 52, and Ng Hon-hung, 49, all former partners of New Way Engineering Company (New Way), will appear in Eastern Magistracy at 9:30 am next Monday (August 4, 2003) on a total of three bribery charges.
New Way was the sole agent of "3M" brand fire-protection materials.
Chang, Kwok and Ng face two counts of conspiracy to offer advantages to public servants, contrary to Section 4(1)(a) of the Prevention of Bribery Ordinance (PBO).
The charges allege that Chang, Kwok and Ng had conspired with other persons to offer advantages to HS' officers as a reward for the officers using their position and influence to specify the use of "3M" brand fire-protection materials in the standard spec ifications for the maintenance projects of HS.
The alleged advantages, representing 20 per cent of the total sales value of New Way in respect of the sale of "3M" products, were said to be estimated at more than $1.1 million.
Kwok and Ng further face one count of offering an advantage to a Government officer, contrary to Section 8(1) of PBO.
They are alleged to have offered a round-trip air ticket to Taipei to an Assistant Property Services Officer of the Architectural Services Department (ASD), whilst having dealings with the Hong Kong Government through ASD.
The alleged offences took place between January 1996 and August 1999.
