Four more company executives charged over alleged Aberdeen Tunnel asbestos scam

Four more company directors and executives were today (Thursday) charged by the ICAC with conspiracy to defraud the Highways Department (HyD) over the disposal of asbestos wall panels of the Aberdeen Tunnel.

Ho Kwok-poon, and Kong Chuck-yui, both 45, respectively director and project manager of Hung Mau Realty and Construction Limited (Hung Mau); Li Sai-hing, 33, director of Sonway Engineering Limited (Sonway); and Lee Kai-yuen, 39, director of C.B.M. Asbesto s Abatement Limited (C.B.M.), will appear in Eastern Magistracy at 9:30 am tomorrow (Friday).

The case arose from a corruption complaint, alleging that some HyD staff might have corruptly connived at non-compliant works in relation to the replacement of wall panels inside the Aberdeen Tunnel. ICAC inquiries revealed the alleged conspiracy offence .

Hung Mau was a contractor of HyD for the replacement of asbestos wall panels at the tunnel.

Sonway was subcontracted to replace asbestos wall panels with asbestos-free Cemboard panels inside the tunnel, while C.B.M. was the licensed asbestos waste collector tasked to dispose of the asbestos waste in accordance with the requirements of the Enviro nmental Protection Department.

The four defendants face one joint charge, which alleges them of conspiring with other persons to defraud HyD between April 15 and June 8, 2002.

They have allegedly falsely represented that panels removed from the Aberdeen Tunnel pursuant to three HyD works orders had been disposed of in accordance with the Waste Disposal (Chemical Waste) (General) Regulations, thereby deceiving HyD into releasing payments.

The four defendants have been released on ICAC bail, pending their court appearances tomorrow.

Meanwhile, three other persons were earlier charged by the ICAC in connection with the same case, pending court proceedings.
