Duo charged for alleged voting offences at Sok Kwu Wan VR Election

Two registered electors of the 2003 Village Representative (VR) Elections were today (Wednesday) charged by the ICAC for alleged voting offences in relation to the election for Sok Kwu Wan, Lamma Island.
Lai Wai-fung, 58, and Lai Yau-fat, 39, each faces one count of engaging in corrupt conduct with respect to voting at an election, contrary to Section 16(1)(b)(i) of the Elections (Corrupt and Illegal Conduct) Ordinance.
The defendants, currently on ICAC bail, will appear in Eastern Magistracy at 9:30 am tomorrow (Thursday) in separate cases.
The charges allege that the defendants were engaged in corrupt conduct at the 2003 Village Representative Election (Resident Representative) for Sok Kwu Wan by voting at the election on July 19, 2003 after having given to an electoral officer information that they knew to be materially false.
The alleged false information, contained in a declaration in their Applications for Voter Registration (Village Representative Election –'96 Resident Representative), purportedly showed that:
- the principal residential addresses of the defendants were premises in Sok Kwu Wan, Lamma Island;
- the above principal residential addresses were the defendants' only or main residences in Hong Kong; and
- the defendants had been residents of Sok Kwu Wan for the three years immediately before applying to be registered and eligible to be registered as electors for an existing village.
