Defeated candidate charged for allegedly treating voters at DC by-election

A defeated candidate of the 2003 Kowloon City District Council By-election (Hoi Sham Constituency) was today (Monday) charged by the ICAC for allegedly treating voters to "dim sum" in return for their votes at the By-election.

Guide Lam Hoi-sing, 46, faces two charges under the Elections (Corrupt and Illegal Conduct) Ordinance. He will appear in Kowloon City Magistracy at 9:30 am on Wednesday (September 24).

The first charge alleges that Lam had engaged in corrupt conduct by meeting all or part of the cost of providing food, drink and entertainment for the attendees of an Elderly Afternoon Tea Gathering held on December 30, 2002 for the purpose of inducing th em to vote for Lam at the By-election.

The second charge alleges Lam of failing to include all or part of the expenses, said to have incurred for the above tea gathering, as election expenses in a Return and Declaration of Election Expenses and Donation submitted to the Chief Electoral Officer in respect of the By-election.

Lam has been released on ICAC bail, pending his court appearance on Wednesday.
