ICAC booklets to promote clean District Council Election

The ICAC has launched an information booklet to help candidates and election agents better understand of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) for the upcoming District Council (DC) Election which commences its nomination today (Thursday).

The information booklet highlights major provisions of the ECICO, which will for the first time apply to the DC Election since it replaced the Corrupt and Illegal Practices Ordinance in March 2000.

The booklet outlines the legal requirements of various aspects of an election, including nomination of candidates, electioneering, voting, the administration of election expenses and election donations.

“A checklist of ‘'91 Dos and Don'ts ’ is also included in the booklet to remind candidates and their agents of what should and should not be done in the course of running in the Election,” ICAC Programme Co-ordinator (Elections), Miss Rosaline Cheung Oi-lung said.

To address the common concerns of candidates and election agents such as organising snake feasts and tours to scenic spots and providing free transportation for electors, the booklet includes a special “ Questions and Answers ” section on the application of the electoral law to different election situations.

Miss Cheung advised election hopefuls to acquaint themselves with the ECICO and to abide by the law in conducting their election activities.

With the assistance of the Registration and Electoral Office, the booklet will be distributed to candidates and their agents when they submit their nomination forms.

ICAC officers will also answer public enquiries concerning the electoral law and related issues through its 24-hour election hotline 2920 6530.

Most of the enquiries received through the election hotline so far concern vote buying, treating and election advertising.

For more detailed explanation of the provisions of the legislation, the ICAC could provide briefings for candidates and their election agents upon request.

The ICAC has so far received 14 complaints alleging irregularities in relation to the 2003 DC Election, which mainly concern voting offences, providing refreshments and entertainment at election.
