Curator and company proprietor charged for alleged fraud over archaeological projects

A Curator of the Leisure and Cultural Services Department (LCSD) and a proprietor of a consultant firm have been charged by the ICAC for alleged fraud in relation to $250,000 worth of archaeological survey and excavation projects.

Chau Hing-wah, 44, Curator of LCSD, and Lee Yu-sing, 43, proprietor of Field Archaeological Consultant, will appear in Kowloon City Magistracy at 9:30 am tomorrow (Friday) on a total of seven counts of conspiracy to defraud the Antiquities and Monuments O ffice (AMO) of LCSD.

Chau and Lee were earlier arrested by the ICAC during a corruption inquiry.

The defendants face one joint charge of conspiring with a contractor to defraud AMO.

The charge alleges the defendants of falsely representing that the contractor concerned would undertake the role of co-ordinator in relation to an archaeological survey project.

Lee further faces six counts of conspiring with three other contractors to defraud AMO by falsely representing that these contractors would undertake various archaeological surveys and excavations in relation to six other projects.

The defendants are alleged to have deceived AMO into granting the relevant contracts to the contractors concerned by the above fraudulent means.

The alleged offences took place between January and November 2001.

The defendants have been released on ICAC bail, pending their court appearances tomorrow.
