ICAC sets up hotline and publishes booklets to promote clean Heung Yee Kuk Election

The ICAC has sent out information booklets to remind candidates and voters of the importance of upholding a clean and fair Heung Yee Kuk (HYK) Election.

The ICAC also runs a 24-hour election hotline 2920 6530 for enquiries about the provisions of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) and related issues.

The ECICO, which replaced the Corrupt and Illegal Practices Ordinance in March 2000 and is enforced by the ICAC, will apply to the upcoming HYK Election for the first time.

With the assistance of the Home Affairs Department and HYK, the information booklets have been distributed to candidates and voters of the Election.

"The booklet, featuring major provisions of the ECICO, is aimed to alert candidates and their election helpers to the legal requirements in areas including nomination, electioneering, voting, the administration of election expenses and election donations, " ICAC Programme Co-ordinator (Elections) Miss Rosaline Cheung Oi-lung said.

Also contained in the booklet is a "Questions and Answers" section to help candidates and election helpers avoid breaching the ECICO inadvertently when they conduct any election activities.

They include scenarios involving the hosting of meals to promote candidature, publication of election advertisements and the hosting of parties to celebrate successful election of candidates.

"A checklist of 'Dos and Don'ts' has also been included in the booklet as a quick reminder on what should and should not be done by candidates and their election helpers in electioneering," Miss Cheung said.

She added that the ICAC could arrange visits and briefings upon request to explain the provisions of the ECICO to candidates and election agents.

Meanwhile, members of the public who wish to lodge complaints about suspected corrupt and illegal conduct in the Election could call the 24-hour ICAC report hotline at 2526 6366.
