Shatin DC member charged for allegedly deceiving DC funds

A member of the Shatin District Council (DC) was today (Thursday) charged by the ICAC for allegedly making false claims of expenditures, totalling about $80,000, from Shatin DC.

Liu Huan-yee, 43, will appear at Shatin Magistracy at 9:30 am tomorrow (Friday) on nine counts of false accounting.

The case arose from a corruption complaint. ICAC inquiries uncovered the alleged false accounting offences.

The charges alleged that Liu, in furnishing information for applications for reimbursement of expenses incurred at a number of activities organised by a working group of the Shatin DC, had dishonestly produced to Shatin DC and the Environmental Campaign C ommittee accounting documents which to her knowledge were false.

Such accounting documents purported to show that the expenses stated therein had been incurred at the relevant activities and paid for by the working group.

ICAC investigation revealed that the expenses stated in such documents had allegedly been inflated by about $80,000 in total.

The alleged offences took place between November 2000 and July 2002.

Liu has been released on ICAC bail, pending her court appearance tomorrow.
