CUHK Reader and husband charged for alleged $860,000 housing fraud

A Reader of the Chinese University of Hong Kong (CUHK) was today (Thursday) charged by the ICAC for allegedly using false documents to deceive housing allowances totalling $860,000 from the university.
Lau Ming-chu, 49, faces two counts of agent using a false document with intent to deceive her principal, contrary to Section 9(3) of the Prevention of Bribery Ordinance (PBO).
Lau's husband, Dicky Lam, 49, was also charged with two counts of aiding and abetting Lau in committing the alleged PBO offences.
The couple, currently on ICAC bail, will appear in Shatin Magistracy at 9:30 am tomorrow (Friday).
At the time of the alleged offences, Lau was a Senior Lecturer of CUHK.
Lau was alleged to have used two applications for Private Tenancy Allowance, respectively on June 21, 1996 and June 22, 1998, in relation to a leased accommodation in Hong Lok Yuen, Tai Po, which contained a false, erroneous or defective statement, with i ntent to deceive CUHK.
The alleged false statement claimed that the leased property was not owned by herself and/or her spouse, and that neither she, her spouse or any of her spouse's families had a financial interest in it.
ICAC enquiries alleged that as a result of false representations, Lau had obtained Private Tenancy Allowance totalling over $860,000 from the university.
Lam faces two counts of aiding, abetting, counselling and procuring his wife to commit the alleged PBO offences.
