Trio charged for alleged piling record scam at West Rail project

A former staff of a foundation works company and two former employees of a piling subcontractor were today (Thursday) charged by the ICAC for allegedly manipulating piling test records of a property development project at Nam Cheong Station of the West Ra il to cover up suspected non-compliant works.
Wong King-fai, 50, former site engineer of Intrafor S.A.; Ko Chi-yuen, 51, and Chung Ming-chai, 35, both former piling workers of Chak Luen Construction Limited (Chak Luen), will appear in North Kowloon Magistracy at 9:30 am tomorrow (Friday) on one joint charge of conspiracy to defraud.
Intrafor S.A. subcontracted to Chak Luen the piling works for three residential blocks at Nam Cheong Station of the West Rail.
The defendants were arrested by the ICAC during a corruption inquiry last year.
The charge alleges that between September 1, 2001 and June 30, 2002, Wong, Ko and Chung had conspired together and with other persons to defraud the authorized person, the registered structural engineer and the Buildings Department (BD) by falsely represe nting that:
- the final set tests (FSTs) carried out in relation to the H-section piles (H-piles) driven into the ground for three residential blocks of the West Rail Nam Cheong Station had been conducted in accordance with the procedures for such FSTs; and
- the graph paper used in the FSTs genuinely recorded the movements of the H-piles including the temporary compression obtained during the FSTs.
The trio are alleged to have deceived the authorized person, the registered structural engineer and BD into certifying and accepting that the driving of the H-piles had been carried out and completed in accordance with the plans approved by BD.
The defendants have been released on ICAC bail, pending their court appearances tomorrow.
