Four police officers and a civilian netted in graft probe face ICAC charges

Four police officers and a civilian, who were earlier arrested by the ICAC in a corruption inquiry in relation to suspected vice and illegal activities in the Yau Tsim district, were today (Wednesday) laid with a total of six charges.
The defendants are: Raymond Cho Ming-sum, 33, Senior Inspector; Popy Lam Hon-kwok, 42 and Kan Kwok-cheung, 39, both Sergeants; Jim Fai-keung, 35, Police Constable; and Leung Chi-yin, 43, unemployed. They will appear at Eastern Magistracy at 9:30 am tomor row (Thursday).
Cho, Kan and Jim face one joint charge of conspiring together and with another person to knowingly live wholly or in part on the earnings of prostitution of women.
Lam and Leung face one similar charge, while Lam alone has been further charged with one count of inciting two other persons to conspire with him to live on the earnings of prostitution.
A fourth charge alleges Lam and Leung of inciting another person to conspire with Lam to commit robbery.
Lam has also been charged with one count of possessing a prohibited weapon, namely a gravity-operated steel baton.
The remaining charge alleges Cho and Kan of conspiring to pervert the course of public justice.
The duo are alleged to have taken part in a scheme to dissuade, pressurize or prevent potential witnesses in a criminal investigation carried out by the ICAC and to which they were subject from providing information or statements to the ICAC.
The alleged offences took place between February and September 2003.
The ICAC investigation arose from corruption complaints, alleging that some police officers might have accepted advantages for offering protection to entertainment and vice establishments.
In accordance with legal advice, the above charges have been laid against the defendants.
