Kwun Tong District Councillor and four others arrested for alleged false claims of DC funds

The ICAC has arrested five persons, including a member of the Kwun Tong District Council (KTDC), for alleged false claims of Councillor Assistants’ wages totalling over $100,000 from KTDC.

Also arrested in an operation code-named “ Junction ” yesterday were two former Councillor Assistants of the KTDC member, as well as two other civilians.

The investigation arose from a corruption complaint, alleging that a KTDC member might have used false payment slips to claim reimbursement for wages of his assistants from KTDC.

ICAC inquiries revealed that the arrested District Councillor had allegedly instructed his two former assistants to sign a number of payment slips, acknowledging receipt of wages believed to have been inflated by over $40,000 in total.

The arrested District Councillor was also alleged to have incited two other persons to pose as Councillor Assistants. The two civilians were allegedly asked to sign payment slips for wages totalling over $60,000, without having worked for the District Co uncillor.

It was alleged that between 2000 and 2003, these false payment slips were used by the arrested District Councillor to claim reimbursement totalling over $100,000 from KTDC.

The arrestees have been released on ICAC bail. Inquiries are continuing.
