Ex-Shatin DC member gets 10 months for deceiving DC funds

A former member of the Shatin District Council (DC), charged by the ICAC, was today (Wednesday) sentenced to 10 months' imprisonment at Shatin Magistracy for making false claims of expenditures totalling about $75,000 from Shatin DC.
Liu Huan-yee, 44, was earlier found guilty of eight counts of false accounting by Magistrate Ms Merinda Chow.
The case arose from a corruption complaint. ICAC inquiries uncovered the false accounting offences.
The court heard that between November 2000 and July 2002, Liu had submitted a number of applications for reimbursement of expenses incurred at activities organised by a working group of the Shatin DC.
She had dishonestly produced to Shatin DC and the Environmental Campaign Committee false accounting documents, purporting to show that the expenses stated therein had been incurred at the relevant activities and paid for by the working group.
ICAC investigation revealed that the expenses stated in such documents had been inflated by about $75,000 in total.
The prosecution was today represented by Paul Leung on a fiat, assisted by ICAC officer Dominic Leung.
