Six charged for alleged bribery and falsification of account over HA's building projects

The ICAC has charged six senior executives of five companies for alleged bribery and falsification of account in relation to the supply of building services equipment and materials to Hong Kong Housing Authority's (HA) building projects.
The defendants are Shum Chiu, 68, director of Rickson Engineering Limited (Rickson); Wong Hung-ki, 53, director of Mpower Engineering Limited (Mpower); Yu Chi-wai, 45, and Ann Wong Tin-sum, 37, respectively president and financial controller of ABB (Hong Kong) Limited (ABB); Simon Ho Shek-on, 55, and Yan Kin-ming, 49, both directors of Watfield Technology Limited (Watfield) and Allied Electric Corporation Limited (Allied).
They will appear before Eastern Magistracy at 9:30 am tomorrow (Friday) on seven charges –'96 two counts of conspiracy to offer an advantage to public servants, and five of conspiracy to falsify account.
Rickson, Mpower, ABB, Watfield and Allied are approved suppliers of HA for the supply and installation of building services equipment and materials at HA's building projects.
The two bribery charges allege Shum, Wong Hung-ki and Yu of conspiring together and with other persons to offer a total of $1.9 million to officers of the Housing Department (HD).
The alleged bribes are said to be rewards to HD officers for requiring the Nominated Sub-contractors (NSCs) to expedite the submission of contracts which the NSCs have signed with the said approved suppliers for the supply of consumer units and miniature circuit breaker distribution boards in respect of building projects of HA.
Such suppliers include Rickson, Mpower, ABB Industrial and Building Systems Limited (now known as ABB (Hong Kong) Limited), Hing Yip Electrical Engineering and Supplier Limited and Yew Sang Hong Trading Limited (Yew Sang Hong).
The six defendants face five other charges of conspiracy to falsify account, which allege them of conspiring together and with other persons to dishonestly falsify a total of 16 purchase orders of ABB for the total amounts of over $3.2 million.
The purchase orders have entries which were allegedly false, purporting to show that ABB has placed orders with Rickson, Mpower, Watfield and Yew Sang Hong for the provision of technician and equipment for modification of capacitor banks, and for the prov ision of services for the modification and installation of consumer units.
The alleged bribery and conspiracy offences took place between May 1999 and January 2001.
The defendants have been released on ICAC bail, pending their court appearances tomorrow.
