ICAC 30th Anniversary Exhibition features HK's anti-corruption success story

The ICAC kicks off a two-week exhibition today (Saturday) for members of the public to revisit how Hong Kong has transformed itself from a graft-ridden city to become one of the cleanest cities in the world.

Speaking at the opening ceremony of the ICAC 30th Anniversary Exhibition, chairman of ICAC's Citizens Advisory Committee on Community Relations, Mr Moses Cheng Mo-chi, said with ICAC's hard work and the public's support, a clean culture was built in our s ociety as people's attitude towards corruption tremendously changed over the years.

"Thanks to the ICAC's three-pronged approach through law enforcement, prevention and education, Hong Kong has not only become a clean society but has also won worldwide acclaim," Mr Cheng said. He also called on the public to cherish such hard-earned ach ievements.

ICAC's Director of Community Relations, Mrs Erika Hui Lam Yin-ming, said similar roving exhibitions would be held in the 18 districts in the coming six months.

She added that the ICAC Channel ( www.icac.org.hk/channel ), a web-based audio-visual platform launched today, would keep the public posted of the latest developments of ICAC's work, such as the Commission's education programme for the 2004 Legislative Council Election.

The ICAC would also launch TV and radio advertisements and posters with the "Support Clean Election" message later this month while information booklets to remind candidates and their election agents of the "Dos and Don'ts" in the Election would be distri buted when the nomination began.

The ICAC could arrange visits and briefings upon request to explain the provisions of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) to candidates and election agents.

Mrs Hui said members of the public could call the Commission's 24-hour report hotline 2526 6366 if they came across any suspected breaches of the ECICO.

She stressed that the ICAC would strictly enforce the ECICO in accordance with the law, and all complaints made to it were kept confidential.

The ICAC had also set up a special election hotline 2920 6530 to answer public enquiries about the ECICO around-the-clock.

The exhibition launched today features a chronological review of the Commission's work in the past three decades, special achievements of ICAC, a poster gallery, past ICAC TV drama and commercials as well as a children's corner.

Other exhibits include the Sir Alastair Blair-Kerr Report which leads to the establishment of the ICAC; the accounts book, warrant and extradition documents in the Peter Godber case; accounting records, share certificates and a 20-metre-long fund flow cha rt in the Carrian case as well as the reproduction of the certificate issued by the former Chief Secretary which gave special permission for the ICAC to probe into the 26 public housing estates corruption case.

The public can also visit simulated ICAC video interview room and the identification parade room.

The exhibition will be open daily from 9:30 am to 7:30 pm until June 18 at Exhibition Gallery 1 - 3 of the Hong Kong Central Library in Causeway Bay.
