Madagascar's new anti-graft agency members visit ICAC

ICAC Commissioner, Mr Raymond Wong Hung-chiu, shared Hong Kong's graft-fighting experience with a delegation from the Republic of Madagascar, which will launch a new agency to fight graft in its country.

Greeting the visitors, Mr Wong said the ICAC was most willing to share its unique graft-fighting experience of 30 years with like-minded organisations locally and abroad.

"Our past experience has showed that the road to probity was beset with difficulties, which could be overcome by steadfast determination and joint efforts of the government, the public and the anti-corruption agency," the Commissioner added.

He said the ICAC had placed great emphasis on co-operation and exchange with its international counterparts in countering corruption and organised crime, as it had become increasingly transnational and complex.

The Madagascar anti-corruption body, which will start its operation in September this year, aims to adopt a three-pronged approach similar to Hong Kong's model in eradicating corruption through investigation, prevention and community education.

The six-member delegation, led by Director-General designate of the Madagascar Anti-Corruption Agency, Madam Bakolalao Ramanandraibe-Ranaivoharivony also met other senior ICAC officers to gain first hand information during their three-day visit to the Com mission.

Also joining Madam Bakolalao during the visit were Deputy Director-General, Mr Patrick Rafolisy, and the respective heads of division on Prevention, Public Relations and Investigation.

The delegation was accompanied by former Hong Kong ICAC Commissioner, Mr Bertrand de Speville, who was assisting in the establishment of the anti-corruption agency at the invitation of the Madagascar government and the World Bank.

During the visit, members of the delegation toured various facilities of the Operations Department, including the Exhibition Hall, 24-hour Report Centre, Video Interview Room, Detention Centre and the Identification Parade Room.
