CSD officer charged for alleged bribery and drug trafficking

An Assistant Officer II of the Correctional Services Department (CSD) was charged by the ICAC and brought to Eastern Magistracy this (Thursday) afternoon for allegedly bringing unauthorised articles, including about 1,000 tablets of soft drugs, into Stanl ey Prison for bribes.

Mak Wing-wa, 28, faced five alleged offences –'96 one of conspiracy for a public servant to accept advantages, one of conspiracy to traffic in a dangerous drug, one of trafficking in a dangerous drug, and two of introducing an unauthorised article into prison.

Also charged in connection with the case was an unemployed man, Chan Yee-lap.

Chan, 34, was also brought to Eastern Magistracy this afternoon to face four charges –'96 one count of conspiracy to traffic in dangerous drugs, one of conspiracy to traffic in a dangerous drug, one of trafficking in a dangerous drug, and one of introducing an unauthorised article into prison.

No pleas were taken. Magistrate Mr David Thomas adjourned the case until July 29, 2004 for transfer to District Court.

The case arose from a corruption complaint referred by CSD. Subsequent ICAC inquiries uncovered the alleged offences.

The bribery charge alleged Mak of conspiring with Chan to accept advantages from Chan as rewards for introducing unauthorised articles into Stanley Prison for Chan, and assisting Chan in horse betting.

Mak also faced one count of introducing a piece of newspaper cutting containing soccer betting information into Stanley Prison without authorisation.

Mak and Chan faced one count of conspiring together to traffic in a dangerous drug.

The duo was also alleged to have unlawfully trafficked in 13.54 grammes of midazolam at Stanley Prison.

They further faced one count of introducing two packs of noodles with monosodium glutamate and two packets of monosodium glutamate into Stanley Prison without authorisation.

Chan alone faced another charge which alleged him of conspiring with other persons to traffic in dangerous drugs.

The alleged offences took place between June 2003 and January 2004.

The defendants were ordered to surrender all travel documents, not to leave Hong Kong, to reside at their reported addresses, to report to the Police once a week, and not to contact prosecution witnesses.

The prosecution was today represented by ICAC officer Ricky Cheuk.
