RTHK officer and two others charged for alleged fraud over $740,000 job orders

Three persons, including an officer of Radio Television Hong Kong (RTHK), were today (Thursday) charged by the ICAC for alleged fraud in relation to the awarding of over $740,000 worth of job orders for RTHK projects.

Cheung Kin-man, 26, Project Co-ordinator of RTHK; Ho Yuen-yi, 34, and Yu Siu-kei, 34, both directors and shareholders of C'est La Pomme De Terre Co. Ltd. (CLPDT), will appear at Kowloon City Magistracy at 9:30 am tomorrow (Friday) on a total of 20 charges –'96 one of conspiracy to defraud and 19 of forgery.

The defendants were arrested by the ICAC during a corruption inquiry in February this year.

At the time of the alleged offences, Ho was also a contract staff of RTHK, while Yu was the owner of a production company called Feng Shui.

Cheung, Ho and Yu face a joint charge of conspiracy to defraud RTHK.

They are alleged to have falsely represented that the quotations submitted by CLPDT, Feng Shui, 50M and Ling's Production for prospective RTHK projects were genuinely competitive ones, obtained through a competitive process, and were prepared separately f rom and independently of each other.

As a result of the false quotations, RTHK had allegedly been deceived into granting the job orders for the said projects to CLPDT or Feng Shui.

Ho and Yu further face 11 joint charges of forgery, which allege them of making false quotations of 50M for various RTHK jobs.

Ho alone faces eight similar forgery charges in relation to false quotations of Ling's Production for other RTHK jobs.

ICAC enquiries revealed that job orders for the projects concerned were worth more than $740,000.

The alleged fraud and forgery offences took place between December 2000 and December 2002.

The defendants have been released on ICAC bail, pending their court appearances tomorrow.
