Social Welfare Department officer charged for alleged deception over CSSA 'overpayment'

A Social Security Officer II of the Social Welfare Department (SWD) was today (Tuesday) charged by the ICAC for allegedly deceiving $3,000 from a woman by falsely representing that the money was to offset amounts of Comprehensive Social Security Assistanc e (CSSA) overpaid to her.
Liu Tin-luk, 45, will appear in Tsuen Wan Magistracy at 9:30 am tomorrow (Wednesday) on one count of obtaining property by deception.
The case arose from a corruption complaint referred by SWD. Subsequent ICAC enquiries revealed the alleged deception offence.
At the time of the alleged offence, Liu was a Senior Social Security Assistant of SWD.
Liu is alleged of dishonestly obtaining $3,000 from a woman, aged 61 and a recipient of CSSA, on November 26, 2002.
The charge alleges that Liu had falsely represented to the victim that he would forward the money to SWD to offset amounts of CSSA which had been previously overpaid to her.
The defendant has been released on ICAC bail, pending his court appearance tomorrow.
