DC member faces ICAC charges over alleged false claims of DC funds

A Tai Po District Council (DC) member was today (Tuesday) charged by the ICAC for allegedly furnishing false information to the Tai Po District Council in applying for reimbursement of allowances totalling about $30,000.

Kwan Wing-yip, 28, will appear at Fanling Magistracy at 9:30 am on Thursday (July 29) on 19 counts of furnishing false information.

The ICAC investigation arose from a corruption complaint. Inquiries revealed the alleged offences under Section 19(1)(b) of the Theft Ordinance.

The charges allege that Kwan, in furnishing information for reimbursement of expenses, had produced to the Tai Po District Council Secretariat a total of 20 Applications for Accountable Allowance and supporting documents which to his knowledge were false.

It is alleged that such applications purportedly showed that an assistant employed by Kwan was not his relative.

The alleged offences took place between July 1, 2000 and December 27, 2001.

ICAC investigation reveals that the assistant concerned is in fact a cousin of Kwan.

According to the guidelines issued by the Home Affairs Department, members of District Council are not allowed to claim reimbursement for the employment of relatives as assistants.

Kwan has been released on ICAC bail, pending his court appearance on Thursday.
