Man charged for allegedly offering $50,000 bribe to CSD officer

The ICAC has charged a man for allegedly offering $50,000 to an officer of the Correctional Services Department (CSD) for introducing cigarettes and cash into Lai Sun Correctional Institution.

Lee Kin-wai, 20, will be brought to Tsuen Wan Magistracy at 9:30 am tomorrow (Friday) on one count of offering an advantage to a public servant, contrary to Section 4(1)(a) of the Prevention of Bribery Ordinance.

Lee further faces one count of conspiracy to incitement with Au Siu-mui, 51, a housewife, who will also appear in court tomorrow.

The case arose from a referral from CSD. Subsequent ICAC enquiries revealed the alleged bribery and incitement offences.

Lee is alleged to have offered $50,000 to an Assistant Officer II of CSD on May 27 this year as a reward for bringing, introducing or conveying money and tobacco into Lai Sun Correctional Institution for Lee.

Lee and Au are alleged of conspiring together to unlawfully incite the CSD officer on May 27 this year to bring, introduce or convey into the institution a sum of money which was not authorized by the Commissioner of Correctional Services.

ICAC enquiries revealed that Lee had allegedly arranged Au to hand $200,000 cash to the CSD officer. It was alleged that $50,000 of the money was the bribe for the CSD officer, while the remaining $150,000 was to be introduced by the officer into the ins titution for Lee.

The CSD officer refused the alleged bribe, and the matter was then referred to the ICAC for investigation.
